Editor’s Note: The Islamic State has suffered numerous body blows since it declared its caliphate in 2014. The group has lost its territory in Iraq and Syria, and the United States and its allies have killed or captured many of its leaders. The Islamic State, however, has spawned numerous affiliates around the globe, which are bloody and dangerous in their own rights. Haroro Ingram and Lorenzo Vidino of George Washington University’s Program on Extremism assess the Islamic State’s new affiliate in Congo, detailing the nature and extent of the relationship.
